City of Pleasant Hill, Buskirk Avenue Widening, Phase II

Implementation of a portion of the previously approved and phased Contra Costa Center Specific Plan project (CCCSP) for which a SEIR was prepared and certified on 2/27/06. The subject implementation project consists of the second circulation option as identified in the CCCSP, in two or more separate phases, and is referred to as the "Proposed Project - Alternative B" Buskirk Avenue Widening Phase II (the Implementation Project). The first phase of the approved Implementation Project includes all of the initial improvements as shown in the plans approved by the City Council on August 30, 2010 which would support traffic volumes associated with retail development of up to a maximum of 230,000 sf (within Subareas I, II and III of the CCCSP), according to a current analysis completed by the City's Traffic Engineer. These remaining second phase improvements will require the roadway realignment including the addition of a second westbound lane along the "S" curve section of Buskirk Avenue west of Clarie Drive, together with a third east-bound lane to accommodate left-turns approaching the intersection of Buskirk Avenue and Hookston Road. Completion of Phase Two of the Implementation Project may be undertaken in one of more construction steps, as determined by the City Engineer based review of private development plans for the adjoining CCCSP Subarea II and III properties. Completion of the entire Implementation Project will adequately serve the maximum development potential of the CCCSP.
