Clarify the definition of "startup" for consistency with vendor recommendations for turbine and operational efficiency; clarify the definition of "shutdown" to allow for aborted protective load shedding scenarios; allow for SCR ammonia injection at lower temperatures; increase the one-hour NOx limit from 160 lb/hr to 400 lb/hr to allow for all four turbines to startup in the same time frame; specify the cooling tower drift calculation factor of 0.5 for consistency with the San Joaquin Valley Air Pollution Control District's revised Permit to Operate; reduce the frequency of sampling the cooling tower total dissolved solids from weekly to quarterly, and revise the descriptions of the emergency deisel engines to reflect the equipment installed on site.
