Document Description
The Holland Livestock Ranch is seeking the right to collect the storage 1300 acre feet of water per annum in an existing stream 980 acre foot capacity reservoir. The reservoir was originally constructed in 1947 without approval from either the Department of Water Resources' Division of Safety of Dams (DSD) or the State Water Resources Control Board. However, the dam was subsequently certified by the DSD in 1967. The Reservoir is located north of Susanville on Smoke Creek (U.S. Geological Servey. 1954. Shinn Mtn, California. 7.5 Minute Topographic Sheet). Smoke Creek is an interstate stream which originates in California and flows into Nevada. The reservoir and dam are located within the State of California while the place of use is in Nevada. No new construction is proposed. The reservoir is constructed on land historically used for grazing.

Reasons for Exemption
1. The reservoir has been an in existance since 1947 and no new construction activities will occur. The reservoir provides a permanent water source for indigenous fish and wildlife in a rather arid location. Actions taken by the State Water Resources Control Board will establish a minimum pool and prevent the reservoir beginning emptied fro irrogation purposes. 2. This project will not cause significant adverse impacts on any sensitive enviornment and will not result in significant cumulative impacts.
