Document Description
The purpose for placing culverts in the current configuration of the head of Old River Barrier is to increase water stage levels downstream of the operating barrier. The beneficiaries of this modification would be the local agricultural diverts whose diversion activities become hindered, at times, when the head of Old River Barrier is operating. The gated culverts would only be operated when it is deemed necessary to increase water stage levels downstream of the barrier to facilitate normal agricultural diversion activities.

Reasons for Exemption
The Department of Fish and Game believes that the Project is exempt under Title 14, Division 6, Chapter 3, Section 15303, because it is a modification to an approved structure that is designed to improve dissolved oxygen condition in or near the vicinity of the Stockton Deepwater Channel by moving additional water flows down the San Joaquin River. This modification would not impact the integrity of the rock barrier and will not alter the original purpose of the head of Old River Barrier.
