Document Description
The Closure Plan includes following activities: 1. Decontaminate and ship waste treatment equipment to a new location Research Co., Inc. dba EcoSolutions in Milpitas, Santa Clara County, California, a newly permitted facility. Collect, treat and sample all rinsate before it is discharged to the Public Owned Treatment Work (POTW), 2. Ship any remaining hazardous waste to a licensed off-site hazardous waste treatment facility via a registered hazardous waste hauler; 3. Decontaminate the concrete floor by hydro blasting with mild caustic solution; collect, treat and sample all rinsate before it is discharged to the Public Owned Treatment Work (POTW), 4. Take verification wipe samples from the floor. If any significant contamination remains following closure plan implementation, a revised closure will be required and a new CEQA analysis will be conducted.

Reasons for Exemption
The closure plan includes only routine maintenance and sampling activities that will not have a significant effect on the environment for the following reasons:
1. There is no visible evidence or record of any significant releases at the facility and it is not anticipated that there will any substantial residual contamination or need for corrective action following the closure activities.
2. The closure activities includes only removing hazardous wastes, treating residual wastes, decontaminating equipment, and cleaning the concrete floor with a mild caustic solution. All rinsate will be contained within the secondary containment valt, collected, and treated to POTW requirements prior to discharge to the sewer.
3. The concrete floor has an epoxy coating and a berm about 2" high. The integrity of the concrete floor is sound. Wipe samples will be taken to verify the effectiveness of decontamination and assure that no hazardous waste has been releases from the concrete containment area.
4. The site is not on the April 1998 Hazardous Waste and Substances Sites List pursuant to Government Code Section 65962.5
