The project is the construction and operation of two privately-owned correctional facilities which will contract with the State of California Department of Corrections for the provision of an average of 1,000 and a maximum of 1,100 male inmates. Five hundred of the '"beds" may be utilized for Substance Abuse Program (SAP) services. The State of Califonia will retain a purchase option for the facility.
