The project scope encompasses the incorporated City of Clovis, current Clovis Sphere of Influence, and the Clovis General Plan Planning Area. The project consists of approval and implementation of the City of Clovis Water Master Plan Update, Phase II, Facilities Plan. The Water Master Plan is the planning document for development of future domestic water facilities for the existing and planned Clovis community. The plan has been prepared in compliance with policies adopted in the 1993 Clovis General Plan that require the City to update the existing Water Master Plan. These policies require the preparation of a water system master plan for the provision of water supply and distribution for areas in the incorporated City of Clovis, current Clovis Sphere of Influence, and the Clovis General Plan Planning Area (Study Area), including detailed analysis of adequacy of existing and planned water distribution and storage facilities. The General Plan Study Area is bounded by Willow Avenue to the west, Copper Ave to the north, Academy to the east, and Gold Canal and Shields Avenue.
