Document Description
The proposed project consists of renovation of the existing Visitor Hall at the Preston Youth Correctional Facility to provide a separate visitor entrance which meets security requirements for control and processing of ward visitors. The project would add a new entrance and processing area to the existing Visitor Hall that would include separate, secure visitor restrooms, monitoring stations, sallyports with metal detectors, and separate ward and visitor search areas visible from the monitoring stations. The concrete walks and curbs in front of the Visitors Hall would be reconfigured in compliance with ADA requirements. Lighting, power, communications, fire alarm, and personal security alarm systems would be extended from the existing Visitor Hall systems to serve the new entrance and processing area. The proposed renovation will be designed to meet all seismic and wind requirements. In addition, the project would relocate the existing utility pole at the northwest corner of the existing Visitor Hall, connect a new sanitary sewer line to the existing main, and reconfigure the existing parking lot to provide a single point of entry and exit. The project is needed because the existing Visitor Hall has only one access point for staff, visitors, and wards, with no means to provide metal detection before entry. Because of the large number of visitors, this presents security problems for visitor processing. The project would accommodate the existing ward population and their visitors.
