There is no possibility that the project could have a significant effect on the environment especially considering the following facts: 1) this acquisition of a ten -acre site and construction of a public elementary school is necessary to mitigate the environmental impacts on the District's school facilities caused by new residential, commercial, and industrial development in the District. 2) the public elementary school will be constructed instead of the 50+ single family residences (and supporting streets, sidewalks, and sewer facilities) currently authorized for construction whose environmental effects are greater than those of the school, and 3) the school will enhance the environment by providing community recreational and open space unavailable if the currently authorized residences were constructed instead.
