Document Description
Under the original closure plan EKCO Metals was to excavate lead contaminated soil with a lead concentration exceeding the background level of 27 mg/kg and dispose of it at an approved landfill. EKCO requested a class II modification to the closure plan that will allow them to close facility using risk-based industrial level clean-up standard because the volume of soil turned out to be much greater than the original estimate.

1. The proposed closure plan modification is a modification based on health risk based industrial clean-up standards. A detailed risk based site closure evaluation for this project indictates that neither the publick health nor the environment would be adversely impacted by this closure of the battery recycling plant.
2. After closure the property will be subject to a deed restriction as to its future use. The deed restriction will allow the use of the property for purpose only.
