Document Description
The Department of Toxic Substances Control has approved a Class *1 modification pursuant to Health and Safety Code, Section 25201.6(k), to allow the additon of one hazardous waste stream pursuant to Title 22, Califorinia Code of Regulations, Section 66270.42(a)(2). DHF will continue to use the same processes which are within secondary containment to treat the hazardous waste containing silver to recover and recycle precious metals. Storage of the added waste stream is in DOT-approved containers placed in a dedicated secondary containment system certified by a California registered, independent, professional engineer. The maximum additional waste stream would be 220 gallons which would be an increase of 2.5% of the facility's total strorage capacity.

This is a minor modification to an existing permitted facility that involves negligible change to their operations (Title 14, Section 15301). There would be only a small increase in storage capacity ( a 2.5% increase). The same treatment units and processes will be used that are within secondary containment. The storage of liquid waste would be in closed containers placed in a dedicated secondary containment area that is certified by a California professinal engineer. There would be no increase in risk of upsets because of no changes in the facility operations and because of similar waste steams already being accepted. DHF is not on the April 1998 Hazardous waste and Substances Sites List pursuant to Government Code Section 65962.5. Based on the above information DTSC finds that the project will not have a significant effect on the environment.
