Document Description
Edwards Air Force Base (EAFB) Requests temporary authorization for a base hydrolysis unit to treat hazardous wastes generated by research and development at the Air Force Research Laboratory. Base hydrolysis is an experimental treatment process for propellent wastes. The temporary authorization will be for 180 days, to allow construction and testing of the unit. The wastes to be treated are laboratory wastes contaminated by the ingredients for class 1.1 and 1.3 solid propellant, explosive, and pyrotechnic materials. The unit is a series of tanks in which the reactive propellant is deactivated in a sodium hydroxide solution. By-products of the process are a hazardous sludge and corrosive wastewater. These will be treated and disposed of offsite. The test will determine whether this method of treatment is feasible for various types of propellant contaminated laboratory wastes. The demonstration operation will also verify the time required for complete deactivation, the amount of water that may be recycled for efficient operation of the unit, and the characteristics of the by products. Based on this information it will also be possible to evaluate other waste streams that may be suitable for treatment by this method. If the tests are successful, the temporary authorization will be followed by a modification to EAFB's permit.
