Reasons for Exemption
The project is necessary to minimize the threat of an upset condition, protecting workers and avoiding the need for an emergency response. Because of the controlled manner of the response and the distance of the treatment location from offsite receptors, the treatment process itself will not result in significant effect to the environment.
