Land uses for the remaining portion of the outfall pipeline alignment and the Phase V Pond are governed by the Sonoma County General Plan. This area is zoned Land Intensive Agriculture with a combining zone of Mining Resource (MR).
Document Description
The City of Healdsburg operates a secondary wastewater treatment plant located approximately one mile southwest of the City limits. The treatment plant, situated just east of the Russian river, includes biological secondary treatment utilizing four aerated ponds, followed by two oxidation/sedimentation ponds and chlorine disinfection. Effluent from the treatment plant is discharged to an existing pond, known as the Basalt Pond, just south of the treatment plant. The Basalt Pond, owned by Syar Inc., was created by Syar's terrace mining operations, which were completed in 1985. Effluent in the Basalt Pond is diluted with rain falling on the pond, and either evaporates or percolates to the aquifer. While not part of the designated treatment process, the effluent receives further treatment during several months of detention in the Basalt Pond, which functions as a polishing pond. Although the City proposes to comply with the Cease and Desist orders by constructing this project, other alternatives will be considered in the focused EIR. Any alternative considered must the City's project objectives:
* Comply with the RWQCB Cease and Desist Order 97-27 by October 1, 20001.
* Provide a cost-effective means of disposing of the City's wastewater effluent, given the existing level of treatment and the existing requirements of Order 92-80.
