Present Land Use
The project corridor involves a mix of commercial, public and low-density residential land use designations and zoning and is also within a scenic resources protection overlay zone. Roadway facilities are allowed within each of these land use designations. Further it is noted that the primary objective of the proposed project is to fulfill the intent of the City's General Plan Circulation Element by completing a linkage between Moorpark Road and Rancho Road south of US 101.
Document Description
The proposed roadway extension involves an approximately 1,062-meter (0.66 mile) two-lane connector road between the existing Rolling Oaks Drive (west) and Rancho Road. The proposed road consists of four principal segments of roadway. From west to east, these include: a 76-meter (249.3') segment of existing private internal circulation roadway (Los Padres Drive) that currently provides access to the partially built Rolling Oaks Office Center, Development Permit (DP) #87-616; 189 meters (620.01') of proposed private internal circulation roadway planned through DP #87-616; 134 meters (439.6') of proposed public roadway through unincorporated Ventura County; and 663 meters (2175') of proposed public roadway through a City-owned parcel, ending at Rancho Road. The project will require 29,512 cubic meters (18.38 cubic feet) of cut and 31,500 cubic meters (19.57 cubic feet) of fill, with a net import of 1,988 cubic meters (6522 cubic feet) of grading material. A total of 5.62 acres will be affected by project grading, with roughly 3.0 acres of paved road and gravel shoulder.
