The Merged Project consists of two constituent projects that, with an amendment to Project No. 1 had been adopted over a period of seven (7) years (1981-1987) and which are proposed to be merged. (Amendment No. 2 to Project Area No. 1 added territory in 1994.) Sections 33485-33489 of the California Redevelopment law (Health and Safety Code Section 33000 et seg) provide procedures for such mergers, which, among other issues, create pooling of tax increment revenue. Such a merger provides flexibility to combine and focus revenue on significant projects to help eliminate existing blighting conditions. This approach permits the Loma Linda Redevelopment Agency to use limited resources to more effciently and effectively address local and regional needs within a more comprehensive framework.
