A conditional use permit to allow the expansion of an existing cemetery in an "A" (Exclusive Agriculture) District. The project site is a 20-acre parcel of record that is currently developed with row crops. The applicant is proposing to utilize the project site as an expansion area for shafter Memorial Park, an existing human cemetery located on an approximate 10-acre parcel directly to the south. The existing cemetery has been in operation since 1923. The applicant indicates that a portion of the project site would be developed in 2000 which, at the prevailing burial rate, would last it into the next century. The applicant needs to plan for future expansion since the existing cemetery is approximately 10 years away from reaching its capacity. The applicant intends to develop approximately five acres of the project site and lease the remaining 15 acres for agricultural use. The five acres will be utilized as soon as it is marketable, in approximately three years. Development of the expansion area is conceptual, however, the plot plan that was submitted shows several private chapels (unenclosed), an expansion of the existing maintenance yard, and a new office. The applicant indicates that the expansion will be phased, although details have not been formalized. The perimeter of the expansion area, like the existing cemetery, will be screened with trees. Access to the existing cemetery is taken from Burbank Street and turning left onto Oleander Street. No additional access points from the expansion area are proposed. The applicant indicates that there is no method of sewage disposal and that water is supplied by the Shafter-Wasco Irrigation District.
