SANDAG has prepared an Addendum to the Final Subsequent Mitigated Negative Declaration (MND) for the Inland Rail Trail Bikeway to address changes to the bikeway since initial approval of the bikeway and adoption of the Final Subsequent MND on July 26, 2013. The changes include temporary use of vacant portions of four private properties for access and equipment staging during construction, permanent acquisition of private properties for access and equipment staging and vehicular safety, and allowing for limited night-time construction of the Buena Creek Bridge to avoid adverse effects to Buena Creek by allowing construction techniques that would conflict with SPRINTER light-rail service if performed during the day. SANDAG has determined that the project changes do not create any of the conditions in CEQA Guidelines 15162 requiring preparation of a Subsequent EIR and therefore has adopted an Addendum pursuant to 15164.
