The exclusion allows the operator to store up to 3,000 tires. No proposed changes in design or operation, however, violation of any part of this exclusion may result in revocation, civil penalties, or both. The project is found to be exempt under the California Environmental Quality Act (CEQA) under Title 14, CCR, CEQA Guidelines, Section 15061 (b)(3).
