The facility was existing prior to the enactment of the statute requiring the issuance of Waste Tire Storage and disposal Facility Permits. The facility is currently storing 3,500 tires. The California Integrated Waste Management Board does not reflect or entitle a change in the existing operation or design of the facility.

Reasons for Exemption
The Minor Waste Tire Permit allows the operator to store up to 5,000 tires, however the operator is currently storing up to 3,500 tires. There are no proposed changes in design or operation of the facility. The facility has existing since the 1980's, prior to the enactment of the statute reuiring issuance of Waste Tire Storage and Disposal Facility Permits. It is found that the project is exempt under the California Environmental Quality Act (CEAQ) under Title 14, CCR, CEQA Guidelines, Section 15301.
