Document Description
THE DEPARMENT OF TOXIC SUBSTANCES CONTROL HAS APPROVED A REMEDIAL ACTION PLAN FOR THE LONG BEACH NAVAL STATION, SITES 3-6A. THE RAP REQUIRES ONLY THE USE OF INSTITUTIONAL CONTROLS TO RESTRICT FUTURE LAND USE AND THE USE OF THE GROUNDWATER. THE LONG BEACH NAVAL STATION BOUNDARIES WERE EVALUATED FOR POTENTIAL HUMAN HEALTH AND ENVIRONMENTAL IMPACTS FROM PREVIOUS ACTIVITIES AND MANAGEMENT PRACTICES. UNDER A RCRA FACILITY ASSESSMWNT (FRA) AND A SUBSEQUENT SITE INSPECTION (SI) CONDUCTED IN 1991 UNDER THE CERCLA PROCESS, SITES 3,4,5, AND 6A WERE CLASSIFIED AS "INSTALLATION, RESTORATION PROGRAM" (IRP) SITES DUE TO APPARENT CONTAMINATION. FURTHER EVALUATION UNDER THE REMEDIAL INVESTIGATION FOUND THAT THE RESIDUAL CONTAMINATION IN THE SOIL AND THE GROUNDWATER AT ALL FOUR SITES WILL NOT POSE A SIGNIFICANT RISK TO HUMAN HEALTH OR THE ENVIRONMENT UNDER AN INDUSTRIAL REUSE SCENARIO PROPOSED BY THE FUTURE LAND OWNER-PORT OF LONG BEACH. THE FEASIBILITY STUDY (FS) FOR THE REMEDIAL ACTION AT THESE SITES HAS DETERMINED THAT AN ACTIVE REMEDIAL ACTION AT SITES 3-6A IS NOT NECESSARY, AND RECOMMENDS THE USE OF INSTITUTIONAL CONTROLS.
