Document Description
In accordance with Health and Safety Code (HSC) Section 25201.6, Harbor Oil Incorporated (Harbor Oil) has submitted an application to the Department of Toxic Substances Control (DTSC) for a Series C Standardized Permit for truck-to-railroad car transfer of used oil, non-RCRA oily wastewater, and waste antifreeze. Harbor Oil will not have permanent or temporary storage tanks at the proposed facility (Facility). However, the mixing of hazardous waste during handling is defined as storage under HSC Section 25123.3 (b).
The proposed Facility will be located in an existing building at the Riverbank Industrial Complex which is located on Riverbank Army Ammunition Plant property at 5300 Claus Road in Riverbank. Independent licensed transporters will bring waste to the facility in tank trucks. The wastes will be transferred to railroad cars for transport to authorized off-site treatment and storage facilities. Most of the waste will be transported to an existing Harbor Oil facility in Portland, Oregon.
