The RTP proposes actions to increase the efficiency and effectiveness of the transportation system in addition to recommending selected capacity and operational improvements on state highways and other regional roadways. It also includes the provision of transit, rail, aviation, goods movement, bicycle and pedestrian facilities, transportation systems management, transportation safety and security, and intelligent transportation systems, and other improvements and measures to create a diversified and balanced transportation system, as well as, provide facility improvements that would improve traffic levels on streets and roads. The RTP aims to provide measures for accessibility and affordability to Nevada County's multi-modal transportation system with the most efficient use of transportation revenues possible. The RTP must include three elements: Policy Element, Action Element, and Financial Element.
