Document Description
A conditional use permit to allow the retention of an existing feedlot in an A (Exclusive Agriculture) District. The project site is a 30-acre parcel of record that is currently developed with a feedlot and associated storage areas for cattle and hogs. The only structure on site is a 70-foot by 180-foot pole barn that is utilized for feed storage. The feedlot portion of the project site contains approximately 13 acres of cattle corrals and hog pens. The remainder of the project site is a combination of storage area for materials and feed associated with the feedlot, a manure stockpiling area, and undeveloped land. There is an approximate 10-acre area west of the feedlot that is a fenced corral used periodically as a bull separation area. There is no slaughter or related services rendered on site. Approximately 500-600 cattle and 200-300 hogs occupy the feedlot at any one time. The applicant indicates that animals are rotated to and from open range or auction is approximately 60 days. The applicant indicates that the manure created by the animals is removed from the pens approximately every 90 days and is piled in an approximate three-acre portion of the open storage area lying westerly of the feedlot where it is dried. Depending on the number of animals occupying the feedlot at any one time, the manure piles vary in height from two to six feet. After drying, the manure is removed and transferred to multiple parcels containing approximately 2,000 acres of agricltural lands that are owned by the applicant and is used for fertilizer. The main use of these adjacent agricultural lands is citrus orchards. There is no existing disposal method for liquid animal waste and no established control of odors or vectors on site other than periodic manure removal. The feedlot has two employees on site daily. Two trucks access the site approximately twice daily. Water supply id provided by an on site private well, Access to the project site is provided by a dirt road from DiGiorgio Road over property.
