The proposed project is centrally located, essentially bisecting the community, and will be capable of receiving storm water from the entire central portion of the area as well as from the hillside are above the community. This alignment will be located within street right-of-way except at the most downstream end where the ocean outlet will be constructed. It is not possible to construct the ocean outlet portion of the project without passing through or under private property.
