Document Description
A conditional use permit to allow a recreational vehicle park in a C-2 (General Commercial) District. The project site encompasses approximately 1/2 acre and is currently undeveloped with the exception of a wooden post fence along Wofford Boulevard, a lighted pole sign, five light poles along Wofford Blvd, a concrete slab near the northern boundary, and landscaping along Wofford Blvd. The applicant in proposing to develop the project site with a recreational vehicle park for visiting Elks members. The project site had been used for the past 20-25 years as a mobilehome sales business. Development is proposed in three phases, with the first phase including fencing, landscaping, utilities, a gazebo, and parking for 12 recreational vehicles (the remainder of the project site will be used for temporary recreational vehicle storage). The second phase will include increased development to accommodate 18 recreational vehicles and will reduce the temporary storage area by 50%. The third phase will complete the development by accommodating up to 24 recreational vehicles and eliminating the temporary storage area. The project site will be enclosed with a six-foot-high chain link fence and have 18-foot-wide rolling gates at two access points. Primary access will be from Panorama Drive while secondary access will be from Wofford Boulevard. The applicant has indicated that the existing septic tank system at the Elks Lodge will be utilized to dispose of sewage generated by the recreational vehicle park. Water supply will be provided by the Kern River Valley Water Company.
