Document Description
The project is the adoption of the 1999-2004 Housing Element Revision to the 1991-1999 Housing Element of the County of San Diego General Plan. The Housing Element is one of the required elements of a General Plan, and the only element required by State Law (Article 10.6 of the California Government Code) to be revised every five years. The primary purpose of the Housing Element is to address existing and projected housing needs for all income levels, address governmental constraints, and establish goals, policies, and programs that were revised, continued, deleted, combined, or added based on current housing needs, development trends, and current priorities. No changes to other elements of the County General Plan and Zoning Ordinance are proposed. The Housing Element does not modify or relocate densities nor does it recommend policies and action programs that would create housing at the expense of identified goals and policies within other elements of the County General Plan. The project applies only to the unincorporated area of San Diego County.
