1. A Community Plan Amendment and corresponding Rezone to add the Surface Mining Combining Zone to 300+ acres of a 2,526+ acre parcel in the "Inactive Rancho Cordova Test Site" portion of the Aerojet Special Planning Area. 2. A Use Permit to allow surface mining on 180+ acres of the 300+ acres. Mining is limited to above grade harvesting of dredge tailing mounds with avoidance/exclusion from mining of low areas between the mounds.
