Section 15061 (b)(3)
Reasons for Exemption
The treatment activity is necessary so that the reactive waste can be sent offsite from LBNL. Additionally, this treatment will reduce danger to LBNL staff. The treatment must be performed onsite because the reactive waste is forbidden by the United States Department of Transportation for transport on public roads, and the reactive waste is unacceptable at disposal facilities withount stabilization. After treatment, the waste would be shipped offsite to an authorized treatment or disposal facility.
