The applicant proposes to alter the streambed for the replacement, realignment, extension, or interconnection of pipeline for the Southern Trails Pipeline and associated facilities from the delivery of crude oil to natural gas service. The existing pipeline begins at the ARCO Refinery in Long Beach, California and extends east through portions of the cities of Orange and Anaheim, and through Riverside and San Bernadino Counties, California. The portionn of the project within California meets up with the existing pipeline in Arizona and continues east.
