Construction of additional facilities to withdraw annually up to 150,000 acre-feet of stored water from an undeveloped area in the northwest part of the District and an additional 50,000 acre-feet from farm wells throughout the District and return same to the California Aqueduct; such facilities also to be used for importation of additional supplies to the District and to an optional in-lieu recharge area.
