The trail corridor passes through four jurisdictions with land use authority: the City of Ventura, the City of Santa Paula, the City of Fillmore. and the County of Ventura. Present land uses along the corridor include rail transportation and ancillary uses. Encroachments into the corridor include agricultural uses and industrial uses. Zoning and general plan designations vary by jurisdiction, but generally accommodates the public transportation function.
Document Description
The proposed trail will be designed for multiple-purpose recreation and commuting. The major uses that are anticipated include bicycling, walking, running and roller skating/blading. Equestrian uses would not be permitted on the trail. The rail line would be preserved as an active component of the corridor. The trail would be developed in the remaining section of the right of way. Detailed trail design treatment would be dictated by urban or rural location. Typical urban design features would include the following features: Paved surface of varying width (approximately 8-10 feet); security fence separation from the rail line; landscape strip on outside edge of trail; lighting and fencing of character appropriate to the community; signage consistent with the character of the community; and, notification signing that trail is subject to closure. Rural trail segments would generally include the following features: paved surface of 12-foot width; automated security control system with video cameras; six foot high post and wire fencing within a 19-foot fence zone between trail and adjacent property; automated crossing controls at agricultural road crossings; security fence as close to edge of trail as possible with negotiated agreements to encroach into VCTC property; safety fence separating inner trail edge from rail line; no lighting fixtures; use of non-invasive, no-host ornamental barrier plants along fencing; and, notification signage that trail is subject to closure.
