The revised General Plan, which replaces a General Plan adopted in 1975, includes goals, policies, and programs covering the elements mandated by state law (land use, circulation, open space, conservation, safety, and noise, with the exception of housing which was updated in 1991) plus several that are not required (community design, parks and recreation, civic and community facilities, and public services and infrastructure).
