Document Description
When the 1999 EIR was adopted, tricolored blackbird (Agelaius tricolor) was considered a CDFW species of special concern, and the 1999 EIR described that the project could result in accidental electrocution of this species at Sierra Conservation Center (SCC) due to contact with the facility’s lethal electrified fence (LEF). Since that time, tricolored blackbird has been listed as threatened under the California Endangered Species Act (CESA) and mortality of the species has been documented at SCC. Because mortality of tricolored blackbird due to contact with the LEF at SCC has occurred since it has become a state-listed species and may continue to occur, CDCR is seeking an incidental take permit (ITP) to comply with previously adopted mitigation included in the 1999 EIR.
