Reasons for Exemption
The Ecology Tire Co. facility has been in operation prior to 1990. The facility was operating under an Exclusion, 14 CCR 18420 subsections (b) and (c), until June 1998, when the exclusion was revoked. The permit issued by the California Integrated Waste Management Board does not reflect or entitles a change in the existing design or oporation of the facility.
Therefore, it is found that the project is exempt under the California Enviromental Quality Act (CEQA) under Title 14, CCR, CEQA Guidelines, Section 15301.
