Document Description
Metropolitan proposes to provide incentive payments over a 23-year period for the Project, one to the 13 project selected for Metropolitan's LRP. The Project will produce and deliver approximately 31,000 acre-feet per year (AFY) of recycle water for injection into the expanded Talbert Seawater Instruction Barrier and other nearby uses. The 31,000 AFY of yield would reduce an equal amount of imported water demand. The source of water is secondary treated sewage from Orange County Sanitation District's (OCSD's) existing Reclamation Plant No. 1 in the city of Fountain Valley. OCWD, acting as the Lead Agency and Applicant, with the cooperation of the OCSD and the United States Bureau of Reclamation, prepared and processed a Final Program Environmental Impact Report / Tier 1 Environmental Impact Statement (Final EIR) for the Groundwater Replenishment System Program, which addressed the Seawater Barrier Project and the Groundwater Recharge Project. Only the project associated with the Seawater Barrier is part of the LRP agreement between Metropolitan, MWDOC, and OCWD. Subsequently, minor modifications to the Groundwater Replenishment System Program and Seawater Barrier Project were proposed by the Lead Agency and addressed in three separate addenda to the Final PEIR.
