Crane’s Waste Oil Standardized Permit Renewal

The California Department of Toxic Substances Control (DTSC), pursuant to authority granted under Division 4.5, California Code of Regulations, Title 22, Chapter 20 has prepared an addendum to a previously adopted Negative Declaration for the renewal of a Standardized Operating Permit (Permit) for Crane’s Waste Oil Inc. Facility (Facility) for ten additional years. This Permit covers the areas of the Facility designated as Unit 1 which is comprised of three sub-units, Unit 1A Tank Trailer 1, Unit 1B Tank Trailer 2 and Unit 1C Drum Storage Area, situated on the northeastern section of the approximately 7.5-acre property. The Facility is located at 16095 Highway 178 in Weldon, CA 93283. The Facility requests a permit renewal to continue current operations at the Facility. Unit 1A Tank Trailer 1 is a horizontal tank, with a capacity of 9,200 gallons, and is designated for the storage of used oil. Unit 1B Tank Trailer 2 is a horizontal tank, with a capacity of 4,000 gallons, and is divided into two compartments. One 2,000-gallon compartment stores waste antifreeze, while the other 2,000-gallon compartment stores oily water. Unit 1C Drum Storage Area has a capacity for twenty-one 55-gallon drums or 1,155 gallons. Unit 1C can store used oil, oily water, non-RCRA oily solid and waste antifreeze. All three units are contained in within a bermed, sealed poured concrete slab with perimeter walls that act as the secondary containment system. The containment system is 50 feet by 20 feet with a berm height of 20 inches. The Facility processes approximately 70,000 gallons of used oil, approximately 1,800 gallons of waste antifreeze, and 5 containers per month. The Facility serves as a collection point to consolidate used oil and waste antifreeze. The Facility had been in operation since 1981, by the time it was permitted, in 1997, as a Standardized Small Quantity C Facility. An Initial Study/Negative Declaration (State Clearinghouse Number: 1997101069) was filed with State Clearinghouse in 1997, pursuant to the issuance of the Standardized Permit, and a Notice of Determination filed in January 1998 (State Clearinghouse Number: 1998109200). This authorized the hazardous waste management activities including collecting hazardous used oil and waste antifreeze from generators via manifest, using registered and licensed hazardous waste transporters. Crane’s Waste Oil Inc. has been in operation since 1981 as a hazardous waste storage and transfer facility to collect, bulk, store, and transfer used oil, oily water, non-Resource Conservation Recovery Act (RCRA) oily solid and waste antifreeze from off-site generators. No recycling or treatment is allowed under this Permit and all used oil, waste antifreeze, oily water and non-RCRA oily solids must be shipped offsite to a permitted hazardous waste transfer, treatment, storage, or disposal facility. The used oil and waste antifreeze are classified as California-only, non-RCRA hazardous wastes due to toxicity. DTSC issued a Standardized Permit for the operation of the Facility in 1997 and a renewal of the Permit, with no changes, in August 2009. This renewal extends the current Permit for ten additional years with no proposed physical changes to the Facility.
