The project addressed by this EIR is the proposed annexation of the Roddy Ranch Annexation Area into the municipal boundary of the City of Antioch and into the service area boundary of the Dlta Diablo Sanitation District (the "DDSD"). The project also encompasses the planned provision of urban services to the Roddy Annexation Area. The Annexation Area is a 918-acre area that was the subject of a voter-approved initiative known as Measure K, which was passed by the City's electorate in November 2005. Measure K created a City urban limit line (the "Urban Limit Line"), beyond which future City development is restricted.
