The project site is designated A-20 in the Contra Costa County General Plan. Current land uses on the site and in the immediate vicinity consist of agriculture and a golf course. The proposed project would include an amendment to the City of Antioch General Plan, which would designate land use on the project site as Estate Residential (ER).
Document Description
The project applicant proposes to construct up to 1,000 single-family, executive-style homes on lots of 20,000 square feet minimum size, and accompanying infrastructure (e.g., roads, utilities, etc.). The proposed project would be located in the northern portion of the Roddy Ranch property in the upper and lower Horse Valley on approximately 540 acres. In addition, the project would include a jobs component. This component of the project would involve the establishment of two jobs within the City of Antioch for each house that is constructed. This component could result in up to 2,000 new jobs consistent with the intent of Measure "U" and consistent with the City Council policy direction set forth on September 14, 1999. (Measure "U" was the advisory growth initiative approved by Antioch voters in November 1998). The establishment of these jobs will involve the project applicant developing approximately 400,000 square feet (assuming 200 square feet per employee) of commercial office and/or research and development space on property located within the City of Antioch that is already General Planned and zoned for commercial use. The specific locations of the land that will be required to accommodate the commercial development have not yet been identified. It is anticipated that development will occur on existing parcels within the City of Antioch. A substantial number of these jobs will be required to be in place prior to the initiation of residential development.
