The project to be described is commercial fishing as an element in the Department of Fish and Wildlife's Pacific herring management program. The locations of the project are San Francisco Bay, Tomales Bay, Humboldt Bay, and Crescent City Harbor, California. The existing herring fishery is closely regulated through a catch quota system. Other management options under which the fishery has been conducted and which are available to the Fish and Game Commission include, but are not limited to, a limit on the number of permittees, seasons, gear restrictions, closed fishing areas, and landing and monitoring restrictions.
