Alter the streambed to construct the San Juan Hills High School within the approximately 370-acre Whispering Hills site in the City of San Juan Capistrano. This project will include the construction of approximately 220,000 square feet of buildings that will house classrooms, administrative offices, a performing arts facility, athletic fields, a lighted stadium, a swimming facility, an outdoor amphitheater, and parking facilities.
