Establishment and operation of a 3-acre greenwaste composting facility in Oceanside, CA. The maximum amount of feedstocks and active compost onsite at any one time will be 15,000 cubic yards. The facility will operate 7 a.m. to 5 p.m. and public access is allowed. The nursery facility will receive up to 266 vehicles per day, however the number of vehicles attributed to the compost facility is not stated.
