The applicant proposes to alter the streambed to construct the (approximate) 900 acre Black Mountain Ranch North project ( includes: Northern Ridges TM-130 single family residential development; East Clusters TM-138 single family residential development; Northern Village TM-up to 2,055 single-family, multi-family, and senior residential units, 450,000 square feet of industrial, office, or other employment center uses, 140,000 square feet of commmercial/retail uses; together with the necessary roads, utility lines, fire station, transit station, parks and plazas to service the project, a openspace network that will connect the project to existing and future Black Mountain Ranch openspace preserve network) impacting 2.97 acres of stream, including southern willow scrub, mule fat scrub, mesic areas, tamarisk scrub, and non-wetland jurisdictional waters.
