Document Description
Draft Environmental Impact Report (DEIR) No. 97-2 was circulated for public comment in 1998. Prior to completion of the final EIR and its certification, new information affecting the project became available. The New Alternatives to the DEIR document consists of alternatives that combine the Reduced Density Alternative Concept requested by City staff, with revised floodplain elevations, in response to the release of a revised Flood Insurance Rate Map (FIRM) Issued by FEMA on June 14, 2000 and the submittal of a Conditional Letter of map Revision (CLOMAR) to FEMA by Shea Homes in February 2001. These four alternatives include two alternatives which are based on the FEMA 2000 floodplain elevations and two alternatives which are based on lower pad elevations. These alternatives also address the Coastal Commission decision in November 2000, which modified the 4.5-acre County parcel designation to "coastal conservation," although the decision is on appeal.
