Kirkwood is currently partially developed as a mixed use, year round resort containing residential, commercial, industrial and recreational land uses. Current zoning and general plan designations in all three counties authorize this mix and type of development.
Document Description
Development of the Kirkwood Ski Area began in 1972. The majority of the ski area is located on federal lands administered by the El Dorado National Forest. There are 732 acres of private land within Kirkwood which includes the base area and village development . The 1973 EIS for the Kirkwood Winter Sports Development and the 1974 EIR for the Kirkwood Meadows Ski Development set the maximum population for the public and private lands combined at 11,800 PAOT (persons at one time). Of this total, the maximum overnight population allowed on the private land is 6,558 PAOT. At present approximately 35 to 45 percent of the allowed development on private lands within the resort is under construction or has been completed. Since 1988, development of the private lands at Kirkwood has been guided by the 1988 Kirkwood Master Plan. The Kirkwood Specific Plan will replace the 1988 Kirkwood Master Plan. The proposed Specific Plan will not result in an increase in the total population that could be accomodated at Kirkwood under the 1973 EIS and 1974 EIR, nor will it increase the maximum allowable overnight population within the private lands. Highlights of the new Specific Plan include: * establishing a population based approach to calculating and monitoring the density of development * concentrating density into a pedestrian-friendly, mixed use village core * setting a summer time PAOT (persons at one time) limit of 6,558 persons, with allowance for 9,800 PAOT for identified special events * increasing the number of single family residences within the valley, particularly along the southwest side of the valley where direct access to ski runs and ski lift base areas is possible (aka "ski in/ ski out") * increasing the maximum allowed commercial space from 160,000 square feet to 215,000 square feet * reducing allowable density and establishing a mixed use land use concept for the Kirkwood North area * revising and existing ordinance governing the amount of employee housing required to be provided * establishing a new air quality ordinance limiting the types and numbers of wood burning appliances allowed * identifying necessary and preferred approaches to increasing the capacity of key infrastructure including, most significantly, wastewater treatement and electric power generation
