The Napa County Flood Control and Water Conservation District is proposing to implement measures to provide 100-year level of flood protection in the City of Napa north of the bypass (Increment 2), as part of the USACE Authorized Napa River/Napa Creek Flood Protection Project. The Increment 2, North of the Bypass, flood protection measures consist of four elements: floodwalls south of Lincoln Avenue, floodwalls north of Lincoln Avenue, scour protection under the Lincoln Avenue bridge, and two short floodwall closures at the dry bypass. Construction of these flood protection measures would occur on the west bank of the Napa River and under the Lincoln Avenue Bridge.
