Saddleback Meadows Development Project (SAA 5-178-99)

The project proposes the phased development of 299-detached single-family residential units on a 222.2-acre site, located on the easterly side of El Toro Road (see Exhibits 1, 2 and 3). The gross residential density is 1.4 du/ac, with average lot sizes of 6,672 square feet and a minimum lot size of 5,000 square feet. Approximately 71 percent (158.6 acres) of the project site is proposed to remain in open space. In addition to the residential component, the project also proposes a wildlife movement corridor, regional riding/hiking trail connections, and biological resource enhancement. The proposed project will also comply with the urban stormwater runoff requirements of the California Regional Water Quality Control Board, and water quality infiltration basins have been added to the project features. Project implementation requires the approval of a Zone Change Foothill/Trabuco Special Plan Amendment), Area Plan and Vesting Tentative Tract Map. The proposed project represents a complete revision and redesign of previously approved and recorded Tract 10692. The original project was revised in consideration of changed circumstances and new information of environmental significance not previously considered in EIR 078. The current project design is a result of numerous meetings with interested citizens, resource agencies and adjacent property owners from 1995 to the present.
