CLWA is processing five separate annexation proposals from three different parties. The CLWA land annexation policy requires an applicant to supply sufficient water to meet the estimated water demand of the "highest and best use" of the land. Each of the applicants proposes to satisfy this requirement by funding the transfer of an appropriate amount of SWP annual entitlement. The applicants have chosen to support the acquietion o SWP entitlement from the Kern County Water Agency (KCWA) to the CLWA.
