The applicant, Rancho San Carlos Partnership, L.P., proposes to install a new stream crossing over the Potrero Creek, southeasterly of the current gatehouse. The project site is the location of a railway car bridge that provides maintenance access to main underground utility lines serving the Santa Lucia Reserve project. The California Department of Fish and Game is executing a Lake and Streambed Alteration Agreement Number 1600-2004-0315-3 pursuant to Section 1602 of the Fish and Game Code to the Project Operator, Joel Panzer / Rancho San Carlos Partnership, L.P.
