FOR THE PURPOSE OF AUTHORIZING THE OPERATION OF A TRANFER TREATMENT, AND STORAGE FACILITY TO RECLAIM SILVER FROM OFF-SITE GENERATED AQUEOUS PHOTOGRAPHIC AND X-RAY PHOTOCHEMICAL WASTE SOLUTIONS.
